has anyone tried to improve the game ai? failing that, does anyone know how I should start? how did crazygdifan make the 1.02+ mod?

You can only modify the game using WrathEd (though I'd recommend using the vanilla TW SDK and source stuff for reference). Unfortunately, official mirrors of WrathEd are down due to some internal problems between its devs, so I've uploaded a mirror myself some time ago:

It has some documentation in it, too. I've yet to learn how to use it, but it's there if someone needs it.

As far as 1.02+ is concerned, CGF used a closed version of WrathEd and probably some other resources that I'm not 100% sure about.
